 GRANT MAKING POLICY FOR THE LIONEL PENROSE  FOUNDATION CHARITABLE INCOROPORATED ORGANISATION (“THE CHARITY”) 

 

About this policy 

1.            The objects of the Charity (the Objects) are: 

a.    to conduct, promote or otherwise further research into the medical, psychological and social causes and effects of violence and group conflict and to disseminate the results of such research to the public. 

b.    to educate or promote the education of healthcare workers and those allied to healthcare and sociology in the medical, psychological and social causes and effects of violence and group conflict. 

 

2.            The Charity is governed by its charity trustees (the Charity Trustees) who have a duty, acting at all times in the best interests of the Charity, to apply the Charity's assets to advance the Objects and have ultimate responsibility for all grant-making decisions. 

3.            The purpose of this policy is to set out the principles and procedures that guide the Charity Trustees when they are making grants to further the Objects.  

Our funding priorities 

4.            The Charity Trustees are keen to support activities that advance the Objects in an effective way. However, they recognise that a limited amount of funds is available to distribute each year. The Charity Trustees' current funding priorities are those laid out in 1.2 b – i.e. those linked to education and publication of such materials which would then lead to the public benefit in the dissemination of such. 

5.            Educational activities include supporting conferences which wish offer subsidised places for those who would otherwise financially struggle to attend. 

6.            Grants towards research will be considered, but these must be submitted on behalf of an institution. 

7.            The Charity Trustees will occasionally award grants that fall outside the priorities stated in this policy, provided that they are satisfied that the grant will further the Objects and is an appropriate use of the Charity's funds. This includes grants to support general health professional education studies in areas where conflict has disrupted to the provision of such to students of health professions.  

8.            The Charity Trustees will review the grant-making priorities and principles set out in this policy on at least an annual basis. 

Amount of funding and use of funds 

9.            The Charity Trustees generally anticipate making grants of between £500 and £5000.  

10.          All grants awarded by the Charity must be used to cover costs that are directly connected to the services that the Charity Trustees have agreed to fund.  

How we make decisions about grants 

11.          The Charity Trustees have ultimate responsibility for all grant-making decisions and for ensuring that all funds awarded are used to advance the Objects. 

12.          The Charity Trustees will only make grants to individuals who demonstrate a clear need and whose circumstances can be verified to the satisfaction of the Trustees. 

13.          Research which is part of individual academic qualifications (such as MSc, BSc, PhD etc) will be considered but will be subject to verification with the educational institution or qualification awarding body.  

14.          Individual or organisational applicants need to have a professional or student status in health or a sociological science. This is open to all health disciplines. 

15.          The Charity Trustees must declare and then consider the nature and extent of any interest, direct or indirect, which could, or could be seen to, prevent them from making a grant decision only in the best interests of the Charity. Situations in which a conflict of interest may arise include where: 

                      i.a Charity Trustee (or a person connected to them) stands to benefit from a grant from the Charity; or 

                     ii.a Charity Trustee has a duty of loyalty to a third party that conflicts with their duty to the Charity. 

             ii.Any such conflict of interest must be declared and managed by the Charity Trustees in accordance with the Charity's conflicts of interest policy. 

16.          In all cases where a recommendation is made to them to award a grant, the Charity Trustees may (in their absolute discretion) refuse to approve that recommendation, particularly if they consider that a grant would not be an effective way to further the Objects or would conflict with the Charity's policies or interests. 

17.          The Charity Trustees' decision whether to award a grant is final.
